Conservative prime minister David Cameron wants to slash public spending. He also wants to restructure education. The British government is encouraging parents, teachers, charities and businesses to set up their own schools.The free schools will receive state funding, but their founders will manage them. They will find the premises, hire the teachers, and supervise daily operations. But will parents, for example, be competent school administrators? Critics complain that the government plan will neither improve education nor widen access.
